Notice on protecting the intellectual property rights of databases and prohibiting malicious downloads
In the use of Internet and electronic databases, China University of Political Science and Law, Tsinghua University and other universities have experienced various malicious downloads such as full-length magazine full-text downloads, large-volume topic downloads, and data transmission to non-university personnel for illegal profit. The data provider issues a warning or imposes a suspension of use, which affects the rights and interests of teachers and students in using the database. With the approval of the school, in order to protect the intellectual property rights of the database and safeguard the rights of teachers and students to use the database, we hereby announce the following:
Do not use any smart download tool to download electronic resources purchased by the library.
It is not allowed to download documents continuously, systematically, centrally, and in batches, nor to provide the obtained documents to non-our school personnel for illegal profit.
Any unit or individual in the school, if setting up a corresponding proxy server, must obtain the permission of the school network center in advance, and ensure that the server will not allow the off-campus IP to access the electronic resources purchased by the library through it.
After receiving the malicious download notice provided by the database provider, the library will investigate the violator with the relevant departments of the school, and submit the investigation result to the school for punishment of the violator. At the same time, the name of the violator and the situation of the violation will be published on the campus website. And processing results.
Relevant personnel from the school library, network center, and department are present to supervise violators to delete or destroy maliciously downloaded data.
In order to prevent malicious downloads, our library and the network center will jointly implement the monitoring and management of the IP addresses of the whole school.

Recently, a large number of downloads of HeinOnline database periodicals (multi-volume download of Administrative Law Review) occurred within our school’s IP range, resulting in abnormal traffic. The library has received a warning notice from the database party. If this situation continues, the database vendor will Stop our school's permission to use the database.
