Shen Jiaben (1840-1913), the character Zichun, alias Jiyan, Han nationality, was born in Wuxing (now Huzhou, Zhejiang). Since 27 years, he has served successively as Minister of Criminal Justice, Minister of Law Amendment, and concurrently held positions such as Zhengqing of Dali Yuan and Minister of Law. Participated in the reforms of the late Qing Dynasty.

Shen Jiaben's background, experience and living environment kept him in close contact with feudalism. However, he faced the rapidly changing reality and insisted on the principle of amending the law with the principle of "communicating China and the West". During the short time when he presided over the revision of the law, Daxing studied Western France's ethos, which was an active stage of legislation in the Qing Dynasty. Shen Jiaben is politically inclined to reform, and his ideological system belongs to the category of new bourgeois learning. In the process of importing capitalist laws and reforming the old Chinese feudal laws, his summary of the old Chinese laws has high academic value.
